I've just installed the latest mod pack #4, had the same issue with the previous one too. None of the mods work for me. I've selected the ones I want and installed them, enter into the game and start up a battle, nothing. No side panel stuff, no HE/AP colors, no crosshairs or anything are working.

After I installed again Aslian Mod Pack and it crashed again.The mod also hasn't been working for me with this version of the game, which is the first time I've starting using WOWS mods and playing the game a fair amount.
