I do recommend Ethiopia as a top-tier Wide/Faith empire if you don't choose to go the traditional Tradition path. Instead go liberty, and build Steeles immediately, and then shrines. The Celts, definitely, and Ethiopia as a second. The Celts can develop faith without needing buildings, and depending on the terrain, they can develop a lot of it. I don't think faith needs to be touched that much, and I don't generally feel that Ethiopia is so far ahead in my games that a large nerf is necessary, but I do agree that some nerf is in order.
